Action required
Configure a billing-cycle budget and the desired alert, webhook or opt-in production-pause response; do not assume that setting a budget alone stops usage.
Evidence boundary
Vercel proves the entitlement expansion and named controls. A budget alone does not stop usage, pausing is optional, and the pause does not stop AI Gateway or v0 usage.
