GitHub enterprises can install public third-party GitHub Apps

GitHub enterprise owners can now install public GitHub Apps created outside their enterprise on the enterprise account. Enterprise installation grants access to the enterprise account itself rather than automatically granting access to organizations or repositories, and apps using the most powerful enterprise-organization installation permissions remain restricted across enterprise boundaries.

Review enterprise-level app permissions and organization/repository access separately before installation, and do not treat enterprise installation as implicit repository access.

Evidence boundary

GitHub proves third-party public GitHub App installation on enterprise accounts and explicitly states that enterprise installation alone does not grant organization or repository access. Apps using Enterprise organization installations or Enterprise organization installation repositories permissions cannot be installed across enterprise boundaries under the announced safeguards.
