Copilot code review for Azure Repos uses AI-credit billing without Copilot licences

Track preview usage separately, set budgets and do not model GA pricing from the preview as fixed.

Billing began on 2 June 2026, but GitHub does not publish a fixed per-review amount, GA date or final GA pricing and explicitly says pricing may change.
