GitHub gradually reopens Copilot Business and Enterprise card and PayPal sign-ups under upfront seat billing

GitHub says it is gradually reopening new Copilot Business and Enterprise sign-ups paid by credit card or PayPal over the following couple of weeks, with payment required before newly assigned seats receive access; existing customers on that payment path begin moving from 1 October.

Evidence boundary
