Cloudflare Images binding switches to unique-transformation billing

Cloudflare changed Images binding billing on 1 July 2026 so repeat requests for the same source-image and transformation-parameter combination within a calendar month count once rather than every binding call counting as a transformation; .info() calls are no longer billed.
